Volatile Organic Compounds (VOC's) are loosely defined as organic chemicals that produce vapors readily at room temperature and normal atmospheric pressure. They form oxidants that can adversely affect health, damage materials, and impact vegetation and animals. Many are also considered hazardous air pollutants. The U.S. Environmental Protection Agency (EPA) has found concentrations of VOC's in indoor air commonly to be 2 to 5 times greater than in outdoor air and sometimes far greater, especially during certain activities where levels may reach 1,000 times that of the outside air. Because modern homes are fairly well-sealed, airborne contaminants released within tend to dissipate much slower than in "leaky" homes or than they would otherwise dissipate outdoors.

VOC's are emitted by a wide range of commonly found products including paints, varnishes, cleaning supplies, pesticides, building materials and furnishings, office equipment, cosmetics, hobby products and fuels. They are often the primary cause of sick building syndrome and other health effects such as allergic sensitization or asthmatic symptoms as well as eye, nose, and throat irritation; headaches, and nausea. Some organics are suspected or known to cause cancer in humans. Infants, young children and the elderly are particularly susceptible to their effects.

While the US EPA, OSHA and HUD all play roles in regulating VOC's, there is no US agency that regulates them for non-industrial indoor air quality.
